Open-access OEI and the Educational Goals 2021: Evolution of the Right to Education in Latin America and the Caribbean

Taking into consideration the completion of the 2021 Educational Goals, this article aims to understand the socioeconomic context in which education has developed in Central America, the Caribbean, and South America, as well as the educational evolution in these regions. To achieve this, a comparative study was conducted in the member states of the Organization of Ibero-American States for Education, Science, and Culture from 2010 to 2020. The results show a considerable improvement in these indicators overall, although the significant increase in unenrolled minors in the CINE 2 stage in the Caribbean and Central America is concerning. We can conclude that there is a notable relationship between economic growth and access to education, as well as a decrease in the school dropout rate. Finally, the right to education, driven by national policies and other educational trends, has evolved positively, albeit unequally among the regions.
