Abstract
The "Theory of Strategic Communication for Defense" (CED) introduces a new concept, proposes changes in the organizational structures of military public relations offices, and creates models for practical applications, It aims to clarify the roles of leaders managing strategic communication processes, which are crucial for national security and defense. This theory is part of the research project titled "Impact of Strategic Communication (SC) on the Military Objectives of the Dominican Armed Forces during the COVID-19 pandemic, March 2020-March 2022," in line with Dominican Republic’s defense policies and legal framework. The study shows that 90% of respondents acknowledge the existence, significance, and influence of strategic communication on the strategies, plans, operations, and information tactics of Dominican military institutions, especially in crisis situations. Amid uncertainty and the public's need for information, the content shared by the Armed Forces, including through digital platforms, quickly became crucial in local contexts. This theory could help define the roles of communication officers in the Armed Forces and offer new opportunities and tools for information dissemination, recognizing that strategic communication is a vital element of national security and public opinion in democratic societies.
