Open-access Social and Territorial Cohesion: The geopolitical expression of the State up to the border zone

Abstract

Territorial Cohesion is known as the balanced distribution of human activities throughout the territory, within the sustainable development of the States. National Public Policies are aimed at the long term achievement of the Collective and equitable Development of the Dominican nation. The Constitution of the Republic, in its Article 217 and the National Development Strategy (Law No.1-12 END) in Article 5, promotes social and Territorial Cohesion attached to the fundamental values of the collective, equitable development of the Dominican Nation. The application of public policies in the Dominican-Haitian border area has a positive impact on local public security and on the security of the State itself. Public policies are those that constitute a concatenation of activities, decisions or coherent measures, ... of a country with the purpose of solving a collective problem". Given the relevance of the border issue for the nation, these public policies constitute a geopolitical expression of the Dominican nation-state, manifesting itself as the implementation of territorial and social cohesion to its border area.
